The below description is for 8910; however, performance of reflection is exactly the same but 8930 is more durable and is flame resistant.
Full Description: In my experience, 3M makes the finest reflective material on the market. Using a unique physics technique called retroreflection light is returned parallel to the direction from which it came. Other reflective substances scatter the light and only return a small portion of the light in the direction it came from. (Headlights of cars, etc) Retroreflection results in a MUCH brighter reflection that simple reflective substances. A good analogy between the two techniques would be if you shined a spotlight on a sheet of metal at night versus shining the spotlight in a mirror. The mirror (retroreflection) is going to return all but a negligible amount of the light, while the sheet metal (reflection) will scatter the light rays and return very little back toward you. Up for sale is 3M's 8930 Silver Scotchlite retroreflective fabric in a 2 inch width and sold by the yard. I orignally got this because one of my dogs is high speed, low drag - flat black. At night when she would get out of the yard (which she does quite often) I would worry that she'd get hit by a car before I'd find her. So to make her more apparent, I got some of the fabric and hot glued it on to the collar. The material can be sewn on also but I'm not much of a seamstress. My wife however later made a "sock" out of the fabric that slides over the collar and then single stitched it to the collar on the ends to keep it from bunching up. This results in a much nicer looking collar than the hot glue option. The sock is formed by sewing two pieces of the fabric back to back. Cut two pieces of fabric the same length as the collar. Lay one on top of the other with the reflective surface facing each other. Sew the two long edges together. Then reach through the sock and pull the end through itself. Just like undoing a sock that is inside out. The reflective surface is now "outside" and the seam looks nicely finished. Slip it on the collar and glue/sew the ends to keep it in place. A lockstitch with no more than 12 stitches per inch (2.54 cm), and not less than 5/64" (2 mm) from the edge of the reflective fabric is recommended. There is no need to dress the edges after you cut it like with nylon webbing. You simply cut it and then sew/glue it on. Keep in mind this is the fabric not tape, so there is no adhesive on the back of the material. But unlike tape, it will flex and give and can be laundered. You can get Scotchlite in several different colors. The nice part is that the colors allow you to differentiate between things at night. I'd originally thought about getting two different colors so I could tell my dogs apart from a distant. A problem surfaced though, because the Silver is the brightest of all the colors. Almost three times brighter than any of the color options. Simply adding the color ingredient to their recipe cuts back almost 60% of the light that is returned. So my decision became simple at that point, I'd rather have the further visible distance than the two different colors.
A previous purchaser sewed these into their motorcycle jackets in the arm vents. When their arms were down, the reflection wasn't visible but when they had their arms up on the handle bars, they showed up at night.
