Speed Adjust Does Not Work. The knob for the speed adjust has been removed, and part of the mechanism itself is broken. The speed adjust appears to be of the friction-slowdown type, and the cast-arm which would apply pressure to the belt and slow the speed down is broken off and missing. the mechanism is a single solid-cast rocker, and so the entire mechanism will need to be replaced to fix the speed adjust.
Return-spring is either missing or broken. The spring which should hold the drill-head at the top of the stroke is missing or broken, the head will stay at the lowest position the stop is set on unless the lever is turned to lift it.
