Vacuum relief valves are used to keep stop the "back flow" of water which can contaminate water by siphon action. The valve lets water travel in one direction. If there is a pressure drop in the water line, the valve opens letting in air which breaks the siphon action and no water will be siphon to create a backflow of water.
